vCO powershell not going through proxy?

I'm trying to connect to our proxy to get to a website via the invoke an external script workflow. Whenever I do this, it says it can't connect on 443. However, when I run the exact same .ps1 scrip directly through powershell gui, it then works. Is it possible to force vCO/vRO to use the proxy? The only place I've seen any proxy setting is in the :5480 setup under Network -> proxy. I actually have that set to the same server in this setting. Any ideas?

System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond "IP":443
