Output Binding is disabled in action

I'm trying to bind the output of one action, which is a data type defined by my plug-in, to an attribute of the same type. On the OUT tab, however, the binding symbol is grayed out and disabled. What can cause that? How can I troubleshoot this? (See my .png file shows the bind symbol above Local Parameter as gray.)
