vCO "Export Package to Folder" gives no values in config elements

We are working on a version control and release pipeline of vCO (5.5.1/5.5.2) workflows, resources and configuration elements. We'd like the ability to use  "Export Package to Folder" to version control our configuration elements. Problem is the Configuration Element Values are not being exported when using "Export Package to Folder" even with the check box selected

In vCO 5.5.1/2 we have proved that :

1. Export of a .package WILL provide the values when the checkbox is selected.

1. Export "Contents to Folder” WILL NOT provide the values when the checkbox is selected.

Anyone else seeing this problem? Wouldn't we need the values to do proper version control?
