Configurations Elements values NOT FOUND after service restart

Has anybody seen this issue before, I have a VCO 4.2.1 build 555 and every time we restart the service the configuration elements loose there values

If I go and manually set the values and save the configuration elements again the objects are there in the vcenter. The strange thing is it finds 1 item the majority of the time. Sometimes the DVS sometimes the resource pool. Can anybody tell me where these setting are stored or what would be causing this issue? The VCO is installed on a windows 2008 R2 server, the vcenter we are connected to is 5.0.1. Any help or pointers in the right direction are welcome.
